He was an FBI agent using cuffs to help a civ/suspect to get around the FBI building and through FBI doors they were discharging their fire arms without any roleplay purpose and shooting other LEO. I tried to go up to him to see what and why he is doing this since he just cuffed his friend but just to get shot a few seconds later after he uncuffed his subordinate so he can shoot us. When I respawn, the lockers are being shot up by the same duo RDMing other FBI. You can see his user as he kills me and to confirm you can see he is a FBI agent in the Emergency Response Units bar in the video at (2:26)
