7. Detailed Description of Events*

The abuser (the person i'm reporting) tried for absolutely no reason to cuff another random civilian out of his car. Afterwards, I identified myself as FBI but then the abuser decided to try leaving. I followed them and they cuffed me and the civilian, later uncuffing me without saying a single thing to me or the civilian. There was no reason for the cuffing. They then proceeding to cuff me again, before later uncuffing me. They drove away and I followed them in my own vehicle, before they left.
