Jobs in Project Ventura

Hello! I have a question about jobs in PV. When you rank up to middle class citizen, it says that you're eligible to join public service jobs, yet, I cannot seem to find them, besides the FD, EMS and PD jobs that are usually full. Also, how would one get a job a places like the bank, Dollar General, etc?

Not possible, public services are emergency services.
