His friend in blue was driving recklessly. We noticed his friend crash the car and speed off towards Sped, picking up the offender opposite bank.
Attempting a stop, the vehicle then drove off, so a BOLO was issued. We then stopped the vehicle without force, asking for ID so that we could address the issue at hand - it probably would have just ended in a citation.
However, the offender refused to give ID, and claimed that he personally didn't have a BOLO, which was true and explained to him that it was the vehicle we were looking for.
I was instructed by a supervisory PD member to detain him for obstruction, so that his friend could be dealt with for reckless driving.
When I took him out, it was clear he was an agent, so I couldn't detain him - but he then kidnapped me and the supervisor from PD!
He then sped off from sheriffs, and was causing a right nuisance.
This is a case of a donator thinking that they're above all other players in game.
Also, another video shows his friend and the offender in another SUV RDMing a bunch of cops around 10 mins later!
