Illegal gun dealer

I've been trying to find the guy called "Emmet" which apparently sells illegal guns. The homeless guy told me that the address was Building 2701 Apartment 4 next to the sheriff's station in Hawthorne, But I haven't found him or even any type of apartments nearby. Anyone can help to locate this area?
