Lost acess to harbor patrol?

I was on Florench City Harbor Patrol Department and now I am unable to join. In game it says I need to be a Bronze VIP, which I am, and on the Bronze VIP Package it still has the Harbor Department listed as a perk.

There changing the premium package so whenever that happens subscriptions stop working for like an hour or 3 till they finally change the entire thing.
