I was playing as RCSO then i saw a taxi he dropped me at RPD without asking where to go after that he started bumping into a RPD car lots and i tried to tase him after chasing him around the car and finally tasing him he left.
His user is the first person to leave at the end

Broke the rules: Leaving mid scene avoiding cuffs by leaving.
