Incident Description:

As I was handling a VHP user who has misused his lights, I came to the decision to arrest the officer. As I was doing so, his friend came up and attempted to murder me.

They are both working together, hence, both are breaking a rule by metagaming in a VC and telling each other to kill themselves to avoid arrest.
