make Papd for all as SBI too

Why This Would Improve the Game:

thank you for listening to us and fixing the optimization, as well as the problem with SBI.But still, I would like the Port police to be accessible to everyone, too. You can make it so that with a subscription, the player does not need to reach a certain rank, and also if the team is full, he can still join. Also, please do all commands in the future according to the same scheme if you make them for donators. Also make sure that you can set darker shadows in the settings. Also make SBI for assitant Sheriff+ too
