Incident Description*: I was driving down Florence towards Sped Autos while on FCPD. I noticed a black sedan driving past me from Speds, going in the direction of the Florence Serpro. I watched him come to the redlight, proceed through the intersection, and make a U-Turn, all while the light was still red. I stopped near the median along Florence Blvd and waited for him to pass me, and then initiated a traffic stop. Once stopped I realized it was an unmarked LE vehicle, and asked for his department, which was FCPD. I requested an FCPD supervisor after that, and none were available. SBI was also unavailable. The officer stated that he was going to Speds for a request, although after questioning around I learned that nobody requested him. I received the officers ID, ran it, and lawfully cited him for the red light infraction. When I exited my vehicle to let him know about the cite, he cuffed me and said I was being arrested for obstruction. This is abuse of power and abuse of tools because the officer was detained under the traffic stop, and he was not in the position to arrest me, which was confirmed by another moderator.
