Incident Description*:

So. I went after this guy, because he was jaywalking. I asked for his ID. He refused to identify himself. I gave him 3 chances, he did not listen and started walking away. I cuffed him and tried to transport him to jail. He left the game right before i parked in the jail area. The leave message did not pop up, so idk what he did. He was not in the car anymore.
