Incident Description: Me and my friend were stoping a chp car for felony speeds when another chp comes up to help and while we are doing this a civilian interrupts our scene and we tell him he needs to leave he refuses to but after a while of back and forth he goes back to his car and we think its done but no maybe 10 20 minutes later he shoots the trooper who pulled up to help us for no reason.
