    You have to be a subscriber to get a k9, and from what I know I only saw k9 in Perris. If you are a subscriber go to any police team (that has k9 like Sherrif or RPD) and go outside by the garage. There should be a guy there just leaning on the wall and has text above his name stating "spawn K9" and just spawn it there. The control for K9 is just B and click any of the options there.
