I don't think there is any official gang, or at lease there isn't any in the main discord server

In both game you can apply to join some departement, in perris you can join the RSD and RDP without buying anything, for RPD you need to apply and do a training, for CHP in Perris you need the gamepass or a subscription. In La I am pretty sure you can apply to every departement.
