It's more likely that CHP SWAT would be responding before an FBI SWAT team would if backup was requested by SRU. It also would just make the game more enjoyable for people who play as CHP since there has been a lack of updates for CHP until recently with the new vehicles but this would expand their capabilities and just make it more fun to be.
