Suspect then proceeded to say stuff like "Mommy" "HMU" and "I need milky" which is kinda weird and thought might be seen as V-TOS. In the second clip I have the suspect leaving to avoid arrest before I was going to uncuff & recuff. (Also had a bug with me not being able to really move and he was kinda dragging me).
