They were clearly not dressed with the standards of the fire department, and did not have any visible FD gear on their avatar. I told them to keep moving so they would not interfere with my traffic stop, which they did. As I was continuing the stop, I noticed that they had parked down the street and were walking toward me. Before I could talk to them again, they used the fire department "Place Tool" tool to spawn a tent on top of me, sending me into the void and killing me.
