I was responding to a backup call involving a suspect who was reportedly just “walking” and may have been connected to a CHP officer's earlier pursuit. Once I arrived on scene, I exited my vehicle and asked the CHP officer what the individual had done. I asked if the suspect had run, provided ID, or done anything else. The officer ignored my questions, he had no evidence to justify an arrest. Additionally, the CHP officer didn’t even know what the suspect looked like.
