  8. OFFICIAL PROJECT DELTA – STATE OF VENTURA ROLEPLAY RULES These rules outline the standards and expectations for all players participating in Project Delta, also known as State of Ventura. This is a serious roleplay environment with a strong focus on realism, immersive storytelling, and consistent character portrayal. Project Delta operates under a higher roleplay standard than casual or semi-serious servers, and it is distinct from our other games such as Perris or Los Angeles. All rules are enforced using a common-sense approach—if an action is clearly disruptive, unrealistic, or breaks immersion, it will be treated as a violation even if not explicitly listed here. Ignorance of the rules is never an excuse. Players are expected to stay up to date with any amendments, clarifications, or additions, which may be posted without prior notice. Every player is responsible for: Knowing and following the rules at all times. Maintaining respect toward staff, other players, and the integrity of the roleplay environment. Making realistic choices for their character within the game’s established setting. Avoiding rule-bending or intentionally seeking loopholes. Keeping OOC drama, harassment, and toxicity out of the game. The State of Ventura experience is built on trust—trust that each participant will roleplay fairly, respect others’ storylines, and avoid behaviors that disrupt immersion. We expect all players to uphold the atmosphere of a professional and believable world. If you are unsure about the intent or application of a rule, contact staff before taking action. All actions should be grounded in reality and the game’s setting. Low-quality RP includes, but is not limited to: random killing (RDM), vehicle deathmatching (VDM), cop baiting, trolling, non-serious dialogue, meme behavior during serious situations, spamming emotes, or using game mechanics unrealistically. Staff reserve the right to determine whether roleplay meets the required quality. Repeat or extreme violations can result in blacklisting or permanent bans. Responsibility for Rules Players are fully responsible for knowing and following the most current rules at all times. Rules are subject to change without notice, and it is each player’s duty to stay informed. “I didn’t know” will never be accepted as an excuse. Questions about interpretation should be directed to staff before attempting an action in-game. Encouraging Rule Breaks Any player who encourages, aids, influences, or pressures another to break a rule will receive the same punishment as if they committed the act themselves. This includes IC suggestions (e.g., “Go shoot that cop for fun”) and OOC messages (e.g., “Just break NLR, no one will notice”). Sarcasm or “joking” will not exempt you from enforcement. Staying In Character Players must remain IC at all times during RP. If a rule violation occurs, you must finish the scene realistically and report the issue afterward via the appropriate channels. Breaking character mid-scene to argue, accuse, or address OOC matters is prohibited unless the RP is paused by staff. In-character communications (voice, text, radio) must always be consistent with your character’s knowledge, personality, and situation. Avoiding Drama All forms of OOC drama, harassment, or personal conflict are prohibited on the server, in Discord, or on any platform tied to Project Delta. This includes targeting individuals with insults, starting rumors, toxic behavior, or deliberately trying to provoke emotional reactions. Keep personal issues off-platform and separate from roleplay. Trolling & Disruption Any deliberate disruption of gameplay—including repeated unrealistic behavior, following players without cause, intentionally ruining roleplay, or baiting staff—is considered trolling and will be met with severe punishment. This applies both IC and OOC. Metagaming Using OOC information (e.g., Twitch streams, Discord conversations, knowledge from another character) to influence IC decisions is strictly prohibited. All information used in RP must be acquired IC through roleplay. Powergaming Forcing actions on others without giving them a fair chance to respond (e.g., “I instantly tie you up, you can’t resist”) or performing actions that are impossible or unrealistic given the game’s mechanics or your character’s state is not allowed. Combat Logging Leaving the game or intentionally disconnecting to avoid RP, evade arrest, escape injury/death, or reset a situation is strictly prohibited. Players must remain in-game until the RP scenario is fully complete and cleared by staff if necessary. Fail RP Any action that breaks immersion or does not make sense within the RP world is considered Fail RP. Examples include driving off a cliff to escape police, ignoring injuries, acting unrealistically during life-threatening events, or using game bugs for advantage. Exploiting & Glitch Abuse Exploiting bugs, unintended mechanics, or third-party modifications to gain an advantage is not allowed. All exploits must be reported to staff immediately. Failure to report known exploits will result in punishment. Fear RP Players must act in accordance with how a realistic person would behave in a life-threatening situation. If a weapon is drawn on you at close range, you should comply unless you have a clear and realistic opportunity to escape. “Fear for your life” applies equally to civilians, law enforcement, and criminals. Random/Unrealistic Acts Randomly committing serious crimes without motive, engaging in “chaos RP” for no reason, or attacking others without IC build-up is prohibited. Every action must have a logical IC reason tied to your character’s story. Staff Interaction Players must follow all lawful instructions given by staff members during or outside of RP. Arguing with staff, refusing to comply, or attempting to continue RP after being told to stop will lead to immediate disciplinary action. Staff decisions can be appealed through official channels, not in active chat. Voice & Chat Etiquette All communications in RP should remain realistic and in-character. Screaming, mic spamming, playing loud audio, or intentionally distorting your voice to disrupt RP is prohibited. OOC chat should be used sparingly and respectfully. Use of OOC Chat OOC chat is only for short, necessary communications (e.g., “OOC: my game crashed”). Long discussions, debates, or arguments must happen outside of the RP environment. Respecting Cooldowns Certain events (e.g., robberies, kidnappings, raids) have cooldowns to prevent spam and burnout. Players must adhere to these cooldown periods and may not circumvent them by using alternate characters. Multiple Characters Each character must have a unique background, appearance, and playstyle. You may not use one character’s knowledge, items, or relationships on another character. Swapping characters to avoid consequences is prohibited. Stream Sniping Using live streams or recorded content to locate, follow, or gain an advantage over another player is strictly prohibited. This will result in immediate punishment. Recording & Screenshots Players may record or take screenshots for personal or reporting purposes, but posting content publicly to harass, embarrass, or target other players is prohibited. Content that shows potential rule breaks must be shared privately with staff. No Impersonation Impersonating another player, staff member, or public figure IC or OOC without permission is prohibited. This includes name similarities meant to confuse others. Third-Party Communications Using external voice or text communication to coordinate IC actions without proper IC representation in-game is considered metagaming and is not allowed. AFK in Roleplay Areas Remaining idle in active roleplay areas without participating disrupts immersion. If AFK, move to a safe, non-RP location. Provocation Without RP Intent Starting arguments or escalating situations IC with no intention of developing RP (e.g., repeatedly insulting officers just to get arrested) is prohibited. [2] Character RequirementsRule Description Age Requirement All players must be at least 15 years old to join Project Delta – State of Ventura. No exceptions will be made, regardless of parental consent. Age verification may be requested by staff at any time, and failure or refusal to verify will result in removal from the community. Players must also have prior serious roleplay experience before joining. Lying about age will result in an immediate and permanent ban from all Mountain Interactive games. Realistic Names All characters must have realistic, lore-appropriate names in the format “First Last”. Names must be believable within the State of Ventura setting and time period. Unrealistic names (e.g., “Dank Memester,” “Tony the Killer,” “Batman Wayne”), pop culture references, meme names, joke names, or puns are prohibited. Legal Name Requirement Characters must use their legal, documented name in-game. Exceptions only apply to approved single-word Native American names with staff verification and cultural justification. Nicknames or street names can be used in-character but must not replace the legal name in identification, employment, or law enforcement records. Prohibited Name Styles The following are strictly prohibited: all-uppercase names (e.g., “JOHN SMITH”), random capitalization (e.g., “JoHn SmItH”), numbers in names (e.g., “John Smith69”), excessive punctuation (e.g., “J.o.h.n S.m.i.t.h”), intentionally misspelled names to bypass similarity checks (e.g., “Jahn Smiyth”), offensive language, racial slurs, sexual innuendos, or parody names of real-life individuals. Name Changes Changing a character’s name requires staff approval and must have an IC justification (e.g., legal name change through court RP, witness protection program). Name changes may not be used to avoid in-character consequences, debts, criminal history, or active investigations. Any attempt to use a name change to evade law enforcement or server bans will result in both characters being wiped and potential permanent removal. Character Backgrounds Every character must have a plausible and consistent backstory that aligns with their in-game behavior. This includes their upbringing, education, career history, and motivations. Characters should not be created solely for unrealistic, chaotic, or disruptive behavior. Backstories that grant overpowered abilities, extreme wealth without RP development, or celebrity status without approval are not allowed. Background Consistency Characters must act in ways consistent with their established history. A lifelong firefighter shouldn’t instantly become a top-level gang leader without extensive RP build-up. A criminal character shouldn’t suddenly become the Chief of Police without believable IC transitions. Staff may request backstory explanations at any time to verify realism. Multiple Characters Players may maintain multiple characters, but each must have: 1) Unique personality, voice, and appearance, 2) A separate and distinct background story, 3) No crossover of IC information between characters (“bleeding”), 4) No item, property, or financial transfers between characters. Swapping characters to avoid consequences (e.g., switching to a civilian after committing crimes to dodge arrest) is prohibited and may result in a ban on all associated characters. Character Continuity Characters should evolve over time based on IC events. Injuries, arrests, promotions, demotions, and reputation should all influence their story. “Rebooting” a character without reason or erasing history to start fresh without approval is prohibited. Occupation Conflicts A character may not hold conflicting or unrealistic positions at the same time (e.g., being both a gang member and a police officer, or serving in EMS while running a drug empire). Career changes must be done through believable RP and official hiring/firing processes. Employment RP Standards Any character applying for Law Enforcement, Fire, EMS, Government, or licensed business ownership must meet additional professionalism standards for name, background, and conduct. Staff may deny characters with unrealistic or immersion-breaking attributes from holding certain roles. Impersonation Prohibition Characters may not impersonate: real-life law enforcement or government officials, other players or staff members, known celebrities or public figures, or any protected role without staff permission. Impersonation with intent to deceive or gain advantage will result in immediate removal from the community. Respecting Lore & Setting All characters must fit into the State of Ventura’s established lore and timeline. Out-of-era names (e.g., medieval titles, futuristic terms), non-contextual foreign nobility, or combinations of cultural elements with no explanation may be rejected. Deleted or Retired Characters Once a character is deleted or retired, they may only return with staff approval and a justified RP reason (e.g., faked death storyline). Reviving characters solely to recover assets, jobs, or influence is not allowed. Approval for Unique Characters Characters with special traits (e.g., disabilities, high-ranking government positions, extreme wealth, special training like military special forces) require staff approval to ensure realistic portrayal and avoid power imbalance. Failure to RP such traits accurately may result in forced character retirement. Criminal Character Standards Criminal characters must still have realistic limits. A 16-year-old gang member shouldn’t have access to advanced military weapons without significant IC story development. All illegal activity must be grounded in believable criminal behavior for the setting. Wealth & Property Characters may not start with excessive wealth, luxury vehicles, or high-value property without IC acquisition and staff-approved backstory. “Spawned rich” characters break immersion unless approved in advance. Injury & Physical Limits Characters must acknowledge and RP their physical limits. Injuries must have ongoing impact unless treated. Ignoring serious injuries to keep fighting, running, or committing crimes is prohibited. Special Skills & Training Any claim of professional or combat training must be supported with realistic backstory. Characters may not be “experts” in all areas (e.g., a master pilot, hacker, and sniper all in one). Character Deaths (Perma-Death) If a character dies in a confirmed perma-death RP scenario, they cannot return. Players may choose perma-death voluntarily or be subject to it through approved storylines. Attempting to bypass a perma-death ruling will result in disciplinary action. Cultural Sensitivity Names, accents, or cultural identities must be portrayed respectfully. Mocking, stereotyping, or trivializing a culture through character creation is not allowed. [3] Out-of-Character BehaviorRule Description No OOC Chat in RP At no point in any in-game location should players engage in out-of-character (OOC) chatter during active RP scenes. All IC dialogue must remain immersive and relevant to the scenario. OOC communication in RP (e.g., “OOC: stop shooting me”) disrupts realism and is prohibited. If an urgent OOC matter arises, use appropriate channels such as /ooc or Discord, and keep it brief. Respectful Communication All communication, whether in-character (IC) or out-of-character (OOC), must remain respectful and non-toxic. This applies in-game, in Discord, on forums, and in any other community-linked platform. Insults, harassment, passive-aggressive remarks, threats, discrimination, or targeted negative behavior will not be tolerated under any circumstances. Use of OOC Chat Commands When using any OOC chat command (e.g., /ooc) or (OOC) Message, keep messages short, clear, and non-confrontational. Extended debates, rule arguments, or personal discussions should be taken to private staff tickets, not public channels. Staff Communication Players must respond respectfully and promptly to any staff member’s request for information, clarification, or cooperation. Public arguing with staff during an active scene is prohibited. Disagreements with staff decisions must be addressed via the official appeal process or ticket system. Community Representation When interacting on external platforms (e.g., social media, streaming sites, other RP servers) in a way that can be linked back to Project Delta, players are expected to represent the community in a professional and respectful manner. Harassing others, instigating drama, or making false claims about the server can lead to removal from the community. No Doxxing or Privacy Violations Sharing another player’s personal information (e.g., real name, address, phone number, workplace) without their consent is strictly prohibited. This includes hinting at or implying private details in IC or OOC spaces. Violations will result in permanent bans. No OOC Retaliation Players may not retaliate OOC against someone for an IC action. If a character arrests, robs, or harms you in-game, that is not grounds to harass or attack the player OOC. Similarly, OOC disputes must never carry over into IC roleplay. External Communication Rules Using third-party communication platforms (e.g., Discord calls, voice chat outside the server) to share IC information that is not obtained through in-game RP is considered metagaming and is prohibited. Recording & Streaming Conduct Players who stream or record gameplay must follow all server rules. Streams should not be used to harass, shame, or provoke other players. Using streams to locate players or gain IC advantages (stream sniping) is strictly prohibited. No Server Disruption via OOC Channels Using Discord, forums, or other OOC platforms to incite rule-breaking, rally groups to target players, or undermine staff authority is prohibited. This includes making organized plans to harass or disrupt gameplay. Cross-Community Behavior Toxic, disruptive, or rule-breaking conduct on other RP servers or communities that reflects negatively on Project Delta may lead to restrictions or removal from our community. Humor & Jokes Joking in OOC spaces is fine if it does not target, offend, or demean other players. “It was just a joke” is not a defense for disrespectful or harmful comments. Language & Tone While swearing is allowed in IC contexts where appropriate, excessive or targeted profanity in OOC contexts is prohibited. Maintain a tone that fosters a welcoming and inclusive environment. Report Process If an OOC issue arises, players are expected to use the proper report channels rather than escalating conflicts in public chat. Staff decisions made in OOC contexts are final unless appealed through official channels. Offensive Content Sharing explicit, sexual, excessively violent, or shock content in any OOC channel is prohibited unless it is in a staff-approved, appropriately marked space. Inappropriate images, videos, or text in public channels will result in disciplinary action. Voice Etiquette in OOC Spaces In OOC voice channels, players should avoid mic spam, loud background noise, music blasting, or intentionally disruptive sounds. Voice communications should remain civil and relevant to the topic. Avoiding Sensitive Topics OOC discussion of sensitive real-world topics (e.g., politics, religion, controversial news) is discouraged in general public spaces, as it can cause unnecessary conflict. If necessary for RP context, such discussions should be handled carefully and respectfully. [4] Code of Conduct – Law EnforcementGuideline Description Professionalism All Law Enforcement Officers (LEOs) must maintain the highest level of professionalism at all times — on duty, off duty, in-character (IC), and out-of-character (OOC). Professionalism includes clear and respectful communication, calm demeanor under stress, and avoiding personal bias in all decisions. Unprofessional conduct includes yelling unnecessarily, using slurs or derogatory remarks, mocking civilians or suspects, acting hostile without reason, or engaging in troll behavior. Even when provoked, LEOs must remain calm and collected, representing their department appropriately. Abuse of Power LEOs may not use their position, authority, or equipment to gain unfair advantages, harass players, or disrupt RP without legitimate cause. Abuse includes: targeting individuals OOCly, issuing tickets/fines without RP justification, conducting unlawful searches, excessive or unnecessary force, or using emergency equipment for personal benefit. This also applies to favoritism — helping friends/alliances IC without valid RP justification is considered corruption and requires prior staff approval. Chain of Command All LEOs must follow lawful orders from higher-ranking officers. If an order is believed to be unlawful or violates server rules, it should be followed only if it does not cause an immediate rule break, and reported through proper internal channels afterward. Public disputes over command decisions during active scenes are prohibited. Public Image & Civilians Officers must treat civilians respectfully at all times. Public image matters — unnecessary aggression, hostile tone, or belittling comments towards civilians will be treated as misconduct. Civilians should never feel “hunted” or targeted by police without valid IC reasoning. No Harassment or Retaliation Officers may not harass, stalk, or excessively target players based on prior IC incidents or OOC feelings. This includes repeatedly pulling over or searching the same player without new probable cause, or escalating situations solely due to personal grudges. Equal Enforcement of Laws All players, regardless of relationship to the officer, must be treated equally under the law. Officers may not overlook crimes for friends, faction members, or allies. Selective enforcement is considered misconduct. Off-Duty Conduct LEOs are representatives of their department at all times, even off duty. Off-duty misconduct, harassment, or immersion-breaking behavior (e.g., joining criminal activity without an approved corrupt-RP storyline) will result in disciplinary action. Off-duty characters should not interfere with on-duty operations unless authorized or an active threat exists. Escalation Control LEOs must avoid unnecessarily escalating situations. De-escalation should be attempted first whenever safe to do so. Avoid drawing weapons, using force, or issuing threats unless circumstances justify it. Officers who escalate minor situations into violent encounters without cause will face misconduct charges. Corruption RP Approval Any form of corruption RP (e.g., accepting bribes, planting evidence, unlawful arrests) must be pre-approved by a staff member or developer. Unauthorized corruption RP will be treated as a rule violation. Approved corruption RP must be documented for internal tracking to prevent abuse. Scene Command & Jurisdiction Respect established scene command and jurisdiction boundaries. If another department is leading a scene (e.g., SWAT, Sheriff’s Office, or EMS in control), do not overrule without a valid, urgent reason. Interfering with another department’s jurisdiction without cause will be considered a breach of protocol. Evidence Handling All evidence must be collected, stored, and processed through proper RP channels. Fabricating, destroying, or hiding evidence without IC justification or staff approval is prohibited. Detainment & Arrest Standards Officers must always have clear probable cause before detaining or arresting a player. “Fishing” for charges by detaining someone without cause in hopes of finding something illegal is not allowed. Arrest RP must be fully carried out — including informing suspects of charges, reading rights if applicable, and following processing procedures. No Unlawful Searches Searches must be based on probable cause, warrants, or other lawful justification. Random pat-downs, property searches, or vehicle searches without IC cause are prohibited. Radio & Communication Discipline All LEO radio traffic must remain professional, clear, and free of OOC chatter. Priority traffic rules must be respected during active emergencies. Use of Force Responsibility LEOs are held to a higher standard regarding the use of force. Any use of lethal or non-lethal force must be justified, proportional to the threat, and followed by proper reporting. Accidental discharges, negligent taser use, or unsafe crossfire will be treated as serious infractions. Vehicle Conduct Emergency vehicles must be operated safely and responsibly, even during pursuits. Reckless driving, intentional ramming without cause, or using vehicles as weapons outside of approved tactics (e.g., PIT maneuvers) is prohibited unless situation warrants it. Misuse of Emergency Equipment Lights, sirens, firearms, and other department-issued gear must only be used for legitimate law enforcement purposes. Using emergency equipment for intimidation, trolling, or personal benefit is prohibited. Professional Disengagement If a scene becomes chaotic, unrealistic, or immersion-breaking, officers should disengage and notify staff rather than contribute to the chaos. Continuing to push an unrealistic or troll-filled scene can result in shared fault for misconduct. Reporting Misconduct LEOs are obligated to report serious misconduct by fellow officers through proper IC or OOC channels. Failure to report known abuse of power may result in shared accountability. OOC Boundaries Officers must never use their position to gain OOC benefits (e.g., influence over staff decisions, forcing other players into OOC agreements). IC authority ends where OOC respect begins. Training & Competency Officers must maintain competency in server rules, department SOPs, and in-game mechanics. Lack of knowledge leading to repeated mistakes, wrongful arrests, or dangerous mishandling of equipment will result in retraining or removal from the department. Disciplinary Measures Any violation of the LEO Code of Conduct may result in demotion, suspension, removal from the department, or community-wide bans, depending on severity and past history. Certain infractions (e.g., severe abuse of power, harassment, excessive targeting) may result in permanent removal from all law enforcement roles without appeal. [5] Arrest & Detainment Rules – Law EnforcementGuideline Description Probable Cause Requirement All arrests and detainments must be based on valid, verifiable in-character (IC) probable cause. Probable cause may include witnessed crimes, clear video surveillance RP, reliable IC witness testimony, or direct evidence obtained legally. Hunches, personal bias, OOC grudges, or prior unrelated incidents are not probable cause. Arrests without sufficient cause will be treated as abuse of authority. Rights & Information Officers must immediately inform suspects of the reason for detainment or arrest as soon as it is safe to do so. This includes clearly stating the suspected charges and the actions that led to them. Remaining silent or giving vague answers (“You know what you did”) is prohibited. If applicable, read the suspect their IC rights before interrogation or formal booking. Excessive Detainment Prohibition Players may not be held for excessive amounts of time without progressing RP toward release, processing, or formal charges. Detainment should move at a reasonable pace that allows the player to return to roleplay as soon as possible. Holding suspects indefinitely or stalling processing without valid IC reason (e.g., awaiting backup, forensic RP) is prohibited. Fair Treatment of Suspects All suspects must be treated fairly and with respect, regardless of IC actions or OOC history. Harassment, humiliation, or biased treatment during detainment is strictly prohibited. This includes mocking suspects, taunting them, or using detainment as punishment rather than lawful procedure. No Abuse Without Staff Permission Any action outside standard lawful conduct that could be considered abuse of power (e.g., deliberately extending detainment, applying excessive charges, denying basic rights) must be pre-approved by a staff member. If staff approval is granted, the action must remain within the approved scope. Corruption RP Approval Corruption scenarios involving arrests, detainments, planted evidence, false charges, or wrongful imprisonment must be approved by a staff member before execution. Unauthorized corruption RP will be treated as a rule violation and may result in removal from all LEO roles. False Charges Adding false or fabricated charges to a suspect’s record without staff-approved corruption RP is considered a severe violation. Penalties range from a minimum 7-day LEO blacklist to a permanent LEO blacklist, depending on severity, intent, and prior history. If the action causes significant RP disruption or is proven malicious, it may also result in a community-wide ban. Evidence Requirements Charges and detainments should be backed by IC evidence whenever possible. If evidence is missing, unclear, or contested, officers should err on the side of caution and seek staff guidance rather than forcing a questionable arrest. Release Procedures If probable cause is lost during detainment (e.g., evidence disproves a claim, mistaken identity is confirmed), the suspect must be released immediately with an IC explanation. Continuing to hold someone after clearing them is considered unlawful detention. Use of Force in Arrests Force during arrests must follow the Use of Force & Weapon Authorization rules. Officers should use the minimum necessary force to secure suspects, escalating only as required by resistance or threat level. Excessive force during an arrest will be treated as both a Use of Force violation and an Arrest Rule violation. Processing Standards Once a suspect is detained, officers must process them in a realistic and timely manner. This includes transportation, booking, paperwork RP, and placement in holding or jail. Skipping key steps without RP or rushing through processing for convenience is prohibited. No Retaliation Arrests Arrests may not be used as retaliation for prior IC or OOC conflicts. Every arrest must be justified entirely by current, in-scene IC actions. Staff Oversight Staff have the authority to review, reverse, or override any arrest or detainment found to be in violation of these rules. Officers found abusing these powers may be subject to retraining, demotion, or permanent removal from LEO roles. LEO Blacklist Enforcement Serious violations of Arrest & Detainment rules — especially false charges, abuse without permission, and unauthorized corruption — will result in immediate LEO blacklist penalties: Minimum: 7-day blacklist for first-time moderate offenses; Standard: 30-day blacklist for serious misconduct; Permanent: For repeated, malicious, or high-impact violations. LEO blacklists may also carry community bans for extreme cases. [6] Use of Force – Law EnforcementGuideline Description Scope and Definitions Use of force means any physical action by an officer to gain control. This includes verbal commands, soft controls, restraints, less lethal tools, firearms, vehicle tactics, and K9 if used. Use of Force Continuum Escalate in clear steps only when needed. 1) Verbal commands. 2) Soft control. 3) Less lethal such as taser, baton, beanbag. 4) Lethal force. Starting high without clear danger is excessive force. Duty to De-escalate De-escalate whenever it is safe. Use time, distance, cover, and calm commands. Do not rush into force if waiting or repositioning can lower the risk. Proportional Response Match the force to the present threat. More force than needed is a violation even if the suspect has a criminal history. Verbal Warning When Feasible Give a clear warning before any force when it will not risk lives. State what you need and what will happen if the suspect does not comply. Lethal Force Standard Lethal force is allowed only for a direct and immediate threat to human life. The suspect must be using a weapon or about to cause serious harm. Guessing or assuming is not allowed. Headshots and Vital Areas Target vital areas only when a lethal threat exists and there is no safer option. Shooting to warn or to wound is not allowed. Dead Checking Prohibited Do not fire on or strike a downed or incapacitated suspect. This includes firearm shots, baton strikes, explosives, or vehicles. Minimum penalty is a 30 day LEO blacklist. Permanent removal is possible. Execution-Style Acts Harm to a compliant or restrained suspect is forbidden. Any execution style act leads to permanent removal from LEO roles unless a staff approved corruption scene says otherwise. Corruption and Special Scenes Any abusive or corrupt act needs staff approval before it happens. This includes staged false charges, planned wrongful harm, or forced outcomes. No approval means a violation. Shooting at Fleeing Suspects Do not shoot a fleeing suspect unless they are an active lethal threat. Running with no weapon is not enough. Shooting Into or From Vehicles No shooting from a moving police car or into a moving civilian car unless there is an immediate lethal threat and you have a safe backstop. Shooting at Vehicles Do not shoot at a vehicle to stop it. Only fire if the vehicle is being used as a weapon and is an immediate lethal threat. Vehicle as a Weapon Do not ram or strike a person with a patrol car unless there is a lethal threat or a staff approved high risk stop. PIT, Roadblocks, Spikes Use only when conditions are safe, speeds are reasonable, and command or staff approve. Never place roadblocks where civilians are at risk. Drawing vs Pointing vs Aiming Draw only for a clear safety reason. Do not point a firearm at compliant or unarmed people. Aiming a rifle is a high level action and must be justified. Trigger and Muzzle Discipline Finger off the trigger until you intend to fire. Never cover teammates or civilians with your muzzle. Maintain a safe backstop at all times. Crossfire Control Position to avoid crossing lines of fire with officers or civilians. Move your feet. If crossfire exists, hold fire. Less Lethal Policy Less lethal is preferred when it can safely end the threat. Use only the amount needed to gain control. Reassess after each use. Taser Use Use on active resistance, assaultive behavior, or flight from lawful detention when safe. Do not tase compliant, cuffed, or downed suspects. Avoid tasing on rooftops, ladders, moving vehicles, or into water. Limit to short cycles and stop once control is gained. Baton and Impact Tools Use for active resistance or assaultive behavior when verbal control fails. Do not strike head, neck, spine, or groin unless facing a lethal threat. Beanbag and Specialty Impact Aim for large muscle groups. Check distance and backdrop. No shots at the head or spine. Stop when compliance is achieved. Chemical Agents and Flash Devices Use only if the game and SOP allow it. Staff approval is required for crowd control use. Avoid use near medical scenes or tight indoor spaces without ventilation. K9 Use of Force If K9 exists, deploy only on violent felons, armed suspects, or high risk searches. Call off as soon as control is achieved. Bites are a reportable use of force. Force in Crowds Do not fire into crowded areas unless there is a clear lethal threat and a clean shot. Move to create a safe lane or do not shoot. Firing Through Cover Do not fire through doors, walls, smoke, or vehicles without confirmed visual and a safe backstop. Medical Duty After Force Once safe, request EMS and render aid within your training. Ignoring injured suspects or leaving them to die is a violation. Force on Restrained Persons No force on cuffed or otherwise restrained persons unless they become a present threat. Move them to a safe area and de-escalate. Custodial Settings In stations, jails, and hospitals use the least force possible. Use holds and positioning first. Strikes need clear threat and report. Off Duty Officers Off duty officers avoid armed intervention. Only act to stop immediate deadly harm and call on duty units at once. EMS and Fire on Scene When EMS or Fire arrive, lower your profile if possible. Do not fire over medical staff. Create a safe zone or hold fire. Bodycam and Recording If bodycams exist, they must be on before planned enforcement or as soon as possible during sudden events. Turning off or muting to hide actions is a violation. Accidental Discharge Any unintentional shot must be reported at once. Secure the area, check for injury, notify command, and file a report. Reporting and Review All uses of force must be documented. Include threat, warnings given, tools used, number of cycles or shots, injuries, medical aid, evidence, and witnesses. Late or false reports lead to discipline. Duty to Intervene Officers must stop clear excessive force by any officer. Failure to intervene or report is misconduct. Training and Certification Use taser, beanbag, rifle, K9, spikes, and PIT only if trained and current. Lack of training is not a defense. Staff Oversight Staff may pause scenes, reverse actions, and order retraining or removal. Staff rulings on force are final unless appealed through the set process. Penalty Scale Typical penalties. Negligent force or first offense non-lethal misuse: retraining to 7 day LEO blacklist. Reckless force or repeat misuse: 14 to 30 day LEO blacklist. Unlawful lethal force, dead checking, execution style acts, or willful falsified reports: permanent LEO blacklist and possible community ban. [7] Role Responsibilities – Emergency ServicesGuideline Description Medical Priority (EMS) EMS personnel are solely responsible for providing medical assistance to injured or ill individuals. Their duties include assessing patients, providing emergency care, stabilizing conditions, and transporting patients to appropriate medical facilities. EMS is not law enforcement — they may not perform arrests, detain individuals, search people or property, or assist in criminal investigations. Firefighter Role Fire Department personnel are tasked with responding to and extinguishing fires, controlling hazardous situations, conducting rescues, and assisting in maintaining scene safety during large-scale emergencies. Firefighters must remain neutral in all criminal or law enforcement matters and may not act in any capacity as police, detectives, or security personnel. Scene Safety EMS and Fire must stage at a safe location and may not enter a scene until it has been declared safe by law enforcement or designated scene command. This includes shootings, active crimes, hostage situations, or hazardous incidents. Entering without clearance is prohibited and will result in removal from the scene and possible role blacklist. Neutrality in Criminal Scenes EMS and Fire must remain neutral when treating criminal suspects or victims. They may not provide information to police unless required for immediate safety or as part of official procedures. They must not take sides or influence the outcome of law enforcement actions. No Participation in Arrests EMS and Fire may not physically assist in restraining or subduing suspects unless their own safety is directly threatened and they have no safe alternative. Once safe, they must return to medical or hazard duties immediately. No Evidence Handling EMS and Fire personnel may not move, alter, or collect items from a scene unless directly required to access and treat a patient or mitigate hazards. Any evidence accidentally disturbed must be immediately reported to law enforcement. Rescue Operations Firefighters may enter buildings, vehicles, or hazardous areas only when performing rescue operations or hazard control. All entries must be justified by a clear operational need (e.g., extracting trapped individuals, stopping a chemical leak). Medical RP Standards All medical care must be roleplayed in detail — including checking vitals, applying bandages, using stretchers, and providing realistic timelines for treatment. Skipping or oversimplifying medical RP is prohibited unless time constraints are critical to saving a life. Hazard Control Standards Firefighters must use appropriate RP when managing hazards — including proper use of gear (e.g., SCBA, hoses, ladders), establishing safety perimeters, and coordinating with EMS for victim extraction. Coordination with Other Agencies EMS and Fire must coordinate closely with law enforcement, tow services, and other emergency agencies during large incidents. Clear radio communication and respect for chain of command are required at all times. Role-Specific Equipment Use EMS may only carry medical tools, stretchers, and approved safety gear. Firefighters may only use firefighting and rescue tools. Possessing or using police-issued weapons, gear, or vehicles is prohibited unless part of a pre-approved RP scenario. Professional Conduct EMS and Fire must maintain professionalism and composure in all interactions — with patients, law enforcement, and the public. Mocking, harassing, or intimidating patients or bystanders is strictly prohibited. Entering Instanced Interiors EMS and Fire may only enter instanced interiors (houses, businesses, etc.) if dispatched to an emergency inside or with permission from scene command. Entering without cause is prohibited. Off-Duty Limitations Off-duty EMS and Fire personnel have no special authority and may not respond to calls or act in an official capacity. They must call on-duty units for emergencies rather than intervening themselves. Staff Oversight All EMS and Fire activities are subject to review by staff. Any abuse of role, unsafe conduct, or cross-department interference can result in suspension or removal from the department. Blacklist Enforcement Serious violations — such as acting as law enforcement, entering active crime scenes without clearance, interfering in arrests, or neglecting core EMS/Fire duties — will result in role blacklists ranging from 7 days to permanent, depending on severity and history. Extreme cases may carry community-wide bans. [8] Scene Management – Emergency Services (Fully Expanded)Guideline Description RP Treatment All medical care must be fully roleplayed in detail, matching the severity and type of injury. This includes checking vitals, assessing injuries, applying pressure to wounds, bandaging, splinting fractures, using stretchers, administering CPR, and other realistic treatment steps. “One-line revives” or generic healing commands without supporting RP are prohibited. Medical RP must also reflect realistic recovery times; critical injuries should not result in instant return to full function. Treatment Accuracy Treatments must match the injury type — for example, gunshot wounds require bleeding control and stabilization before transport; burns require cooling and dressings; fractures require immobilization. Inaccurate or careless treatment RP will result in retraining or removal from EMS. Patient Refusal Conscious patients have the right to refuse treatment unless they are unconscious, incapacitated, or in immediate life-threatening condition. EMS must document the refusal in RP and on radio. Forcible treatment without medical justification is prohibited unless approved by staff for storyline purposes. Unconscious/Unresponsive Patients If a patient is unconscious, incapacitated, or otherwise unable to refuse care, EMS is authorized to begin treatment immediately. Scene safety must still be confirmed before approach. Transport & Handoff All patient transports must include: 1) IC notification of departure via radio with patient status (e.g., “GSW to chest, stable, en route to County Hospital”), 2) Realistic travel to a medical facility, and 3) Full RP handoff to hospital staff or a hospital NPC, including vital signs, treatment given, and any medications administered. Skipping transport without valid IC reason is prohibited. Radio & Scene Communication All EMS/Fire communications must be clear, concise, and free of OOC chatter. Scene status, patient conditions, and unit assignments should be broadcast as needed. Priority medical calls should be labeled as such to avoid confusion with minor calls. Scene Command Compliance EMS and Fire must follow the direction of the scene commander (usually the highest-ranking law enforcement officer or fire officer) unless such orders place them in immediate danger. Disputes should be handled after the incident through command channels. Triage Procedures In mass casualty incidents (MCIs), EMS must prioritize patients based on severity using standard triage (e.g., red = immediate, yellow = delayed, green = minor, black = deceased). Fire personnel should assist in hazard removal and patient extraction as directed. Safety During Patient Care EMS must ensure the area is safe before providing treatment. If a scene becomes unsafe mid-treatment (e.g., renewed gunfire, building collapse), EMS must withdraw immediately and stage until cleared to re-enter. Hazardous Environments Fire and EMS may only enter hazardous areas (burning buildings, chemical spill sites, unstable structures) with proper gear and training. Entry without such precautions is prohibited. Patient Privacy & Professionalism EMS must treat all patients with respect, regardless of their IC actions or OOC history. Mocking, humiliating, or using patient information for non-medical RP purposes is prohibited. Multiple Patients When multiple patients are present, EMS should distribute units appropriately to ensure all receive care. Patients must not be neglected due to favoritism or OOC relationships. Chain of Custody for Suspects When treating criminal suspects, EMS must coordinate with law enforcement for security and custody transfer. EMS may not prolong treatment unnecessarily to delay processing, nor may they intentionally interfere with arrest procedures. Coordination with Fire Department During joint operations, Fire personnel should focus on hazard mitigation (fires, entrapments, scene safety) while EMS provides medical care. Cross-role interference is prohibited unless life-threatening circumstances require it. Documentation of Deaths If a patient dies, EMS must document time of death IC and notify law enforcement on scene. EMS may not “declare” someone dead for OOC convenience or to bypass RP unless injuries are clearly incompatible with life (e.g., decapitation, massive explosion) and staff agrees. Refusal to Treat EMS/Fire may refuse treatment to a patient only if the patient poses a direct threat to responder safety or is in an unsafe environment. Such refusals must be communicated to dispatch and scene command. On-Scene Conduct EMS/Fire must remain focused on their duties at all times. Standing idle without assisting, engaging in unrelated RP, or interfering with unrelated law enforcement activity is prohibited. No Looting or Evidence Handling EMS/Fire may not search, move, or collect any items from a patient or the scene unless directly required for medical or safety purposes. Any items disturbed in the course of treatment must be reported to law enforcement immediately. Misuse of Equipment Medical and fire equipment must only be used for its intended purpose. Using tools as weapons, for intimidation, or for non-emergency RP is prohibited. Staff Oversight Staff have full authority to review, reverse, or remove EMS/Fire from a scene if conduct is unsafe, unrealistic, or outside the scope of their role. Blacklist Enforcement Violations of scene management rules — such as skipping medical RP, refusing legitimate patient care, interfering with law enforcement, or entering unsafe scenes without clearance — will result in role blacklists ranging from 7 days to permanent. Severe or repeated violations may also lead to community bans. [9] Equipment Use – Emergency ServicesGuideline Description Assigned Loadouts Only EMS and Fire personnel may only use the gear, clothing, and equipment officially issued to their department role. Items outside of the standard loadout (including from other departments or personal collections) are prohibited unless specifically approved for a roleplay scenario by department command or staff. No Weapons EMS and Fire may not carry, store, or use firearms, tasers, batons, or any law enforcement weapons under any circumstances. This includes off-duty use while wearing department uniforms or operating department vehicles. If a weapon is found in a department vehicle or on-duty personnel, it is considered a violation unless explicitly part of a staff-approved RP event. Medical Equipment Use EMS must use medical tools only for their intended purposes. Examples include: stretchers for patient transport, trauma kits for wound care, defibrillators for cardiac arrest, and oxygen masks for breathing assistance. Using medical tools for intimidation, trolling, or unrelated RP is prohibited. Firefighting Equipment Use Fire personnel must use hoses, extinguishers, ladders, jaws of life, and other firefighting tools appropriately and realistically. Use of such tools to cause harm, block scenes without purpose, or damage property without justification is prohibited. Hazmat Gear Hazmat suits, SCBA gear, and related protective equipment must only be used during verified hazardous situations (e.g., chemical spills, gas leaks). Wearing this equipment for unrelated RP or comedic purposes is prohibited. Vehicle Equipment Department vehicles may only be operated by authorized personnel. All mounted equipment (sirens, lights, pumps, water cannons, etc.) must be used solely for official responses. Using vehicle equipment to grief, troll, or interfere with other RP is prohibited. Protective Clothing EMS and Fire uniforms, helmets, reflective vests, and protective gear must be worn during all active duty operations. Wearing other department uniforms without authorization (e.g., Fire wearing Police gear) is prohibited. Cross-Department Gear EMS and Fire may not possess or use gear from other emergency departments without explicit prior approval from staff and department leadership. This includes radios, vests, badges, or vehicles assigned to police or military units. Personal Modifications Modifying department equipment (e.g., custom paint jobs on vehicles, altered uniforms, or personalized gear) is not allowed unless approved through official channels. Equipment Storage All equipment must be returned to its proper storage location at the end of a shift. Leaving gear unattended, lost, or abandoned on-scene without justification is prohibited. Evidence Integrity If medical or firefighting tools unintentionally interact with potential evidence (e.g., cutting clothing with bullet holes, breaking doors during rescue), personnel must immediately notify law enforcement. Intentional tampering is strictly prohibited. Non-Issued Vehicles EMS and Fire personnel may not operate vehicles from other departments or private vehicles in an official capacity unless approved by command for a special response or pre-planned RP. No Improvised Weapons Using issued tools or objects as improvised weapons (e.g., hitting someone with a fire extinguisher or defibrillator paddles) is prohibited unless it is a last resort in a life-threatening self-defense situation. Even then, such actions must be justified and documented. Training Requirement Personnel may only operate specialized equipment (e.g., aerial ladders, rescue saws, water pumps) after receiving proper training. Use without training is prohibited and may result in removal from the department. Misuse Consequences Any misuse of EMS/Fire equipment — whether to cause harm, for personal gain, or in a non-roleplay context — will result in role blacklists ranging from 7 days to permanent depending on severity. Intentional misuse in a way that endangers other players or disrupts RP may also lead to community bans. Staff Oversight Staff may inspect, seize, or restrict access to EMS/Fire equipment at any time if misuse is suspected. All equipment violations are subject to review and disciplinary action. [10] Criminal Behavior StandardsGuideline Description Realistic Crime RP All criminal activity must be realistic, plausible, and consistent with the State of Ventura setting. Crimes should have a clear in-character motive and a logical method of execution. Over-the-top, movie-style stunts that would be impossible in real life (e.g., robbing 10 stores in 5 minutes, driving a tank through the city without setup) are prohibited unless approved for a special RP event. Planning & Execution Larger crimes (e.g., bank robberies, coordinated kidnappings, cartel operations) must be planned in RP with setup, reconnaissance, and realistic resource gathering. Walking into a bank with no plan and immediately starting a shootout is considered fail RP. Powergaming / Baiting Powergaming — forcing unrealistic actions on others without giving them the ability to react — is strictly prohibited. Baiting law enforcement or other players into interactions without legitimate IC cause (e.g., loitering at police stations to provoke officers, ramming cop cars to start a chase) is not allowed. Criminal interactions must be organic, not manufactured to force conflict. Fear RP Criminals must roleplay fear realistically when faced with life-threatening situations. If outnumbered, at gunpoint, or otherwise in a clearly losing position, criminals must comply. Running toward a cop with a gun pointed at you or charging a SWAT team with a knife is fail RP. Escalation Standards Criminals must escalate conflicts logically. Going from verbal threats to lethal force in seconds without attempts at negotiation or intimidation is prohibited unless the situation genuinely warrants it (e.g., being shot at first). Metagaming Prohibition Using out-of-character information (e.g., Discord calls, stream sniping, or knowledge gained while dead) to locate police, plan crimes, or evade capture is prohibited. All information must be acquired in character. Revenge & NLR Criminals may not return to the same crime scene or continue targeting the same individual immediately after dying or being incapacitated (New Life Rule). A cool-down period must be respected, and the player must act as if their character has no memory of the prior encounter. Hostage RP Hostage situations must be conducted realistically. Hostages must be treated appropriately (e.g., restrained, kept in a controlled location) and demands must be reasonable. Killing hostages without a valid IC reason is prohibited and may result in a blacklist. Kidnapping & Restraints Kidnapping must have a valid RP purpose (e.g., ransom, interrogation, intimidation). Restraints must be applied realistically, and criminals must allow victims the opportunity to respond to actions rather than instantly forcing compliance. Crime Scene Conduct Criminals must avoid turning every encounter into a shootout. Scenes should involve negotiation, intimidation, or escape attempts before escalating to violence unless violence is unavoidable. Looting Victims Looting downed or incapacitated victims must be roleplayed and only for items that make sense IC. Stripping a victim of all possessions without cause, or looting in the middle of an active gunfight without cover, is prohibited. Public Safety Awareness Crimes in highly public or secure areas (e.g., police HQ, courthouse) must account for increased security measures. Walking into a police station to commit murder with no plan will be considered fail RP. Disguises & Concealment Criminals using masks, disguises, or altered clothing must roleplay their use realistically, including the inability for others to immediately identify them IC. Failure to maintain disguise RP will negate its effect. Evidence Handling Criminals must realistically handle evidence. For example, disposing of a murder weapon should be done through in-character means, not instantly “dropping” the weapon out of existence. Destroying evidence during active police pursuit without time or tools is prohibited. Corruption & Bribery Criminals may attempt bribery or corruption RP, but it must be realistic and not forced on unwilling participants. Any corruption RP involving law enforcement or government officials must be staff-approved in advance. Criminal Alliances & Turf Wars Organized criminal groups must declare alliances, rivalries, and territories IC and maintain consistency. Sudden alliances or betrayals with no RP buildup are prohibited. Turf wars must be coordinated to avoid excessive random violence. Mass Casualty Events Crimes that could cause large-scale civilian harm (e.g., bombings, chemical attacks) must be staff-approved in advance. Random acts of mass destruction without storyline purpose are prohibited. Safe Zones & Restricted Areas Criminal activity in designated safe zones (e.g., spawn areas, medical facilities) is prohibited unless part of a staff-approved event. Criminals may not exploit hospital spawns to kill or kidnap injured players. Body Disposal RP Criminals must roleplay realistically when disposing of bodies, including the time and resources required. Instantly making a body disappear is prohibited. Multiple Offenses Committing multiple unrelated crimes in a short timeframe without cooldown or realistic justification is considered “crime spamming” and is prohibited. Staff Oversight Staff have the right to halt or modify any criminal RP if it violates realism, balance, or server rules. Failure to comply with staff direction during criminal activity will result in immediate removal from the scene. Penalties for Abuse Fail RP, powergaming, baiting, or unrealistic criminal conduct may result in role blacklists ranging from 7 days to permanent. Extreme or repeated violations can result in a permanent community ban. [11] Hostage & Robbery RulesGuideline Description Hostage Roleplay Hostages must be treated with realism and respect for RP immersion. They must be physically restrained or guarded at all times, and criminals must roleplay actions such as tying hands, blindfolding, or moving hostages to controlled areas. Hostage RP is not an excuse for trolling, harassment, or stalling law enforcement. Killing a hostage requires a clear, valid IC reason and should be a last resort; random or senseless hostage killing is prohibited. Hostage Treatment Standards Hostages must be allowed opportunities to speak and interact within the RP scenario. Denying them all RP (e.g., gagging and never interacting) without an in-character reason is not permitted. Hostages cannot be forced into OOC discomfort; RP must remain within community rules at all times. Minimum Hostage Standards for Robberies Certain robberies may require a minimum number of hostages to negotiate with police (set by server rules). Hostages must be actual players, not NPCs, and must be taken during the RP — not spawned or teleported in. Fake hostage situations will result in a roleplay violation. Negotiations Negotiations must be reasonable and balanced. Demands should be achievable (e.g., money, safe passage, reduced police presence) and not excessive or immersion-breaking (e.g., demanding a tank, teleportation, or staff powers). Criminals must allow law enforcement a chance to respond and should not open fire the moment police arrive unless provoked. Negotiator Role Criminals must designate a single negotiator to communicate with police to avoid confusion. Law enforcement will assign their own negotiator. Only these individuals should speak on the radio or across barriers unless the situation changes. Running into a store without weapons, taking nothing, and starting a shootout is considered fail RP. Safe Zone Robbery Ban Robberies are not permitted in designated safe zones such as spawn areas, hospitals, or police stations unless part of a staff-approved event. No Instant Violence Criminals must attempt at least some negotiation before using violence in robberies unless the situation is actively escalated by law enforcement (e.g., police breach while negotiations are ongoing). Loot & Rewards Stolen items or cash must be roleplayed as physical possessions. Criminals cannot “instantly” stash loot in a safe location without a reasonable IC method. Explosives & Heavy Weapons Possession or use of explosives (e.g., grenades, C4, RPGs) is strictly prohibited unless part of a staff-approved event or storyline. Unauthorized use will result in immediate confiscation and potential permanent weapon role blacklist. Drug Activity Rules Drug manufacturing, cultivation, or distribution must be organized, realistic, and storyline-driven. Randomly “selling drugs” with no network, location, or purpose is not permitted. All drug operations must be in a concealed, realistic location and involve multiple RP steps (e.g., growing, packaging, transporting, distributing). Distribution Networks Criminal drug activity should have a clear supply chain — producers, transporters, and street dealers. A single character doing every step alone without explanation is considered unrealistic. Sale to Civilians Selling drugs to unwilling players or forcing them to purchase is prohibited. Sales should be voluntary IC agreements unless part of a staff-approved coercion RP. Money Laundering All large criminal profits must be realistically laundered through businesses, fake invoices, or other RP means. Instantly turning large amounts of illegal money into clean cash without RP is prohibited. Illegal Item Storage All illegal items must be stored realistically and accessibly. Hiding drugs inside public buildings, in unreachable map areas, or in glitch spots is not allowed. Safehouses, gang warehouses, or concealed containers are preferred. Transport of Contraband Moving illegal goods must be roleplayed realistically, with consideration for vehicle space, risk of discovery, and law enforcement patrols. Driving a supercar full of crates without explanation is prohibited. Weapons During Arrests If caught with illegal weapons during an arrest, you must RP the weapon as physically present on your character — you cannot claim it “doesn’t exist” or is “hidden” unless it was stored before the arrest. Fake or Staged Contraband Planting fake illegal items on other players to frame them is prohibited unless part of a staff-approved corruption RP. Staff Oversight Requirement Any RP involving high-value illegal items (large drug shipments, major weapons caches, explosives) may be monitored by staff.
