1. INTRODUCTION
Welcome to the SoCal HighRisk Fugitive Recovery & Apprehension Agency (SHFRAA). This handbook outlines everything you need to know about operating within our agency. It is essential that all agents, support personnel, and command staff follow the procedures within to ensure safety, legality, and mission success.
2. MISSION STATEMENT
To locate, track, and apprehend high-risk fugitives and bail jumpers through professional, lawful, and tactically sound methods, ensuring the safety of the public, our agents, and the individuals we pursue.
3. AGENCY STRUCTURE
Director – Oversees overall strategy and compliance
Deputy Director – Manages daily operations
Operations Commander – Assigns missions and supervises teams
Team Leader – Directs field ops and supervises agents
Recovery Agents – Execute recovery operations
Support Staff – Manage surveillance, communications, and logistics
4. LEGAL COMPLIANCE
Agents must hold valid licenses as per CA Penal Code 1299.
Agents must carry bond paperwork when conducting recoveries.
Body cams are mandatory on all missions.
Impersonating law enforcement is strictly prohibited.
5. AGENT DUTIES & RESPONSIBILITIES
Attend all pre-op briefings and debriefings.
Maintain physical and mental readiness.
Communicate clearly with your team.
Always identify yourself as a Fugitive Recovery Agent.
Treat all suspects with dignity and uphold civil rights.
6. FIELD OPERATIONS
Pre-Op Requirements:
Verify identity and location of target.
Confirm legal authority to apprehend.
Assign clear team roles and routes.
During Operations:
Follow tactical lead of Team Leader.
Avoid unnecessary force.
Communicate via secure channels only.
Post-Op:
Complete incident reports and upload body cam footage.
Debrief with commanding officer.
7. RULES OF ENGAGEMENT
Use of force is a LAST resort.
Must give verbal notice: "Fugitive Recovery Agent!"
Lethal force may only be used in self-defense.
Non-lethal tools (tasers, OC spray) are preferred.
8. EQUIPMENT & UNIFORM POLICY
Must wear marked SHFRAA gear.
Equipment includes:
Ballistic vest
Body camera
Radio/comm device
Firearm (licensed only)
Restraints and safety gear
All equipment must be maintained and logged.
9. SAFETY & TRAINING
Weekly training is mandatory.
Scenario drills are held monthly.
Field agents must pass fitness and legal exams semi-annually.
Post-incident stress evaluations are available.
10. REPORTING PROTOCOLS
Every operation must be logged in the Fugitive Recovery Operations System (FROS).
Body cam uploads are required within 24 hours.
Use-of-force reports are due within 12 hours of the incident.
11. DISCIPLINARY POLICY
Violations of SOP or Code of Conduct may result in:
Verbal or written warnings
Temporary suspension
Termination
Legal reporting when applicable
12. INTERAGENCY COORDINATION
SHFRAA collaborates with:
Local PDs (LAPD, SDPD, etc.)
State agencies (CHP, DOJ)
Federal agencies (FBI, US Marshals)
Joint operations must be pre-approved.
13. CODE OF CONDUCT
Be professional and respectful.
Uphold the law at all times.
No unauthorized social media content from operations.
Preserve the reputation and integrity of SHFRAA.
